Powerball dreams: Buy a house, help others

Lamborghini

The car is tempting, but many readers said the first thing they'd like to do if they won the Powerball jackpot was to help others.

By Allison Linn, TODAY

Yes, we all know that we?re more likely to be struck by lightning or attacked by a shark than to win one of the lottery?s biggest jackpots.

But the bad odds didn?t stop readers this week from dreaming about what they would do if they had been the biggest winners of the $580 million Powerball drawing on Wednesday night.

A post this week on how you could amend your holiday shopping list if you raked in the big jackpot got readers talking about how they could improve their lives ? and the lives of others - ?with hundreds of millions of dollars.

Of the nearly 20,000 people who took our survey, more than half said their No.1 goal would be to buy a really nice house.

?A new home for my parents to move in with me in their old age then remodel my old home and donate it to homeless veterans,? one reader wrote.

Many readers said their first impulse would be to help others, in addition to themselves.

?I'd make sure every kid in my county had a good meal, decent clothes, supplies, and something fun--just for starters,? one reader wrote.

Others said they?d like to give back to organizations that have helped them in the past.

?My gift would be to donate a majority to Children's Hospital -Wisconsin. They saved my kid's life and I will never be able to repay them,? one grateful reader wrote.

Many readers had modest dreams, involving the things and people they loved.

?Nothing too fancy. I would like my '66 Chevy truck fully restored, a decent house with a shop, and then a historic tour through Europe,? one reader wrote.

Short-term exposure to essential oils lowers blood pressure and heart rate... but only when exposure is less than one hour

ScienceDaily (Nov. 29, 2012) ? The scents which permeate our health spas from aromatic essential oils may provide more benefits than just a sense of rest and well-being.

For according to a new study(1) in the European Journal of Preventive Cardiology, the essential oils which form the basis of aromatherapy for stress relief are also reported to have a beneficial effect on heart rate and blood pressure following short-term exposure -- and may therefore reduce the risk of cardiovascular disease. However, on the downside, those beneficial effects were reversed when exposure to essential oils lasted more than an hour.

The study was performed in men and women working in various spa centres in the city of Taipei in Taiwan, where the traditions of ancient Chinese civilisations are maintained in religious ceremonies and healing therapies. Aromatherapy, as practised today, is still presented as natural healing with essential oils extracted by infusion from aromatic plants.

One hundred young, healthy non-smoking spa workers taking part in the study visited the study centre on three occasions (about once a week), when each volunteer was exposed to vapours of essential oils released from an ultrasonic ioniser for two hours. During this time and on each visit three repeated measurements -- resting heart rate, systolic blood pressure (SBP), and diastolic blood pressure (DBP) -- were taken from each spa worker in the study room, a small space measuring 4 metres in height by 3.5 m in length and 3.2 m in width. Before each participant entered the study room, 100% pure bergamot essential oil was vaporised for 1 hour.

Essential oils are volatile organic compounds (VOCs) composed of hundreds of aromatic chemicals, and VOC levels in the room were also measured throughout the study period.

Results showed (after adjusting for age, sex, BMI, day of the week, and visit order) that the room's VOC level was significantly associated with reduced blood pressure and heart rate for between 15 and 60 minutes after the start of exposure. These associations were statistically significant. For example, after 45 minutes exposure 15-minute SBP had reduced by a mean of 2.10 mmHg and heart rate by 2.21 beats per minute.

However, after exposure for more than 1 hour -- from 75 to 120 minutes after the start of exposure -- VOC levels became associated with an increased 15-minute mean blood pressure and heart rate. After 120 minutes, for example, mean SBP had risen from baseline by 2.19 mmHg, and heart rate by 1.70 beats per minutes. Thus, say the authors, "prolonged exposure for longer than 1 hour to essential oils may be harmful to cardiovascular health in young, healthy subjects."

As background to the study the authors note that aromatherapy has long been used for stress relief and associated with some healing properties. Even exposure to the essential oil vapours from fragrant candles has been found to reduce test-taking anxiety among nursing school students in the USA.

However, says investigator Dr Kai-Jen Chuang from Taipei Medical University in Taiwan, it is still unknown if exposure to essential oil increases the risk of cardiovascular events through a partial effect on blood pressure and heart rate.

"Our results suggest that exposure to essential oil for 1 hour would be effective in reducing heart rate and blood pressure," said Dr Chuang. "However, the most interesting finding of our study is that exposure to essential oil for over an hour was associated with elevated blood pressure and heart rate."

Dr Chuang explained that, although the effect of essential oils on stress reduction has been well documented, epidemiological studies have reported an association between VOCs and cardiopulmonary effects -- asthma among hairdressers, for example. Studies by Chuang's own group in Taiwan have already shown that exposure to VOCs for over an hour in hair salons can lead to increased serum levels of C-reactive protein (a marker of inflammation) and 8-OHdG (a marker of oxidative stress). Overexposure to essential oils, he suggested, may in such ways be harmful to cardiovascular health in young, healthy subjects.

He also noted the opinion of the American Heart Association on air pollution in the development of cardiovascular disease. This acknowledges the direct effects of air pollution on the lung and cardiovascular system through neural and central mechanisms to cause a systemic inflammatory response. "These potential biological processes may also be applied to the adverse effects of VOC exposure on cardiovascular health, although at this time there is no proof available for this hypothesis," said Dr Chuang.

Could Saffron Extract Be Your Dieting Saviour? | Gnet Health and ...

Saffron, with its golden, delicately flavoured threads, has been a highly-prized spice for hundreds of years. Derived from the stigma of the crocus plant, it is native to Europe, and now cultivated worldwide to meet huge culinary demands. In food it lends a beautiful yellow colour, and a subtle flavour, but now, it is being used for something more than just a culinary embellishment. Recent studies have suggested that saffron, in a more concentrated form, may actually be a very effective appetite suppressant, and be a key to successful dieting.

Saffron Extract

In 2010, a study was conducted that took 60 women, from ages 25-45, half of whom displayed tendencies of compulsive eating, and administered saffron extract to 50% of the group, whilst the other 50% was given a placebo. The study dictated that the pills were taken twice a day, for a period of 8-weeks, and their diets were uninhibited- they could eat freely, as they always had. Very quickly, it became obvious that the appetite-suppressing qualities of the saffron were working in the test group, as the weight-loss in those participants was significant! And by the 8th week, with the conclusion of the study, it was recorded that the individuals who had been taking the saffron extract were now snacking about half as much as they had been at the start. That is quite some impact for a natural supplement to have!

How Does it Work?

It is thought that saffron targets the chemical transmitters in the brain that send the message to your body that you are hungry; you simply feel less hungry as a result. However, there is an even more significant effect that saffron extract has, which targets the downfall of many women?s dieting. Namely, women tend to be emotional eaters. This kind of eating has nothing to do with appetite, and everything to do with mood. Studies are showing that not only does saffron suppress your appetite when you are hungry, it also improves your mood, so that you don?t feel the need to eat when you are not hungry! This in itself may be as valuable to your diet success as appetite suppression! Based on a study that was conducted in 2004, saffron extract was administered to 30 adults for six weeks, all of whom suffered from mild depression. By the end of the study, the saffron extract was found to be as effective as a conventional anti-depressant!

Medical Studies:

This study published in the BMC Complementary and Alternative Medicine Journal shows the effectiveness of saffron extract in combating depression:

There is one important step you can take before cooking or eating your food raw, and that step is sprouting. Nuts, just like grains, seeds, and legumes, all start out with natural enzyme inhibitors that prevent them from premature sprouting. These handy little guards may extend the shelf life of your dry goods, but they also prolong the digestion process. By sprouting them yourself, you can control when you want to enjoy these foods and better absorb the nutrients from their tough exterior. Read on to find out how you can start sprouting by dinnertime. Sprouting 101 Seeds can thoroughly sprout after a few days in a warm, moist climate. Most sprouting devotees lock their dry food of choice in a clean container filled with water to allow sprouting to occur overnight, literally. Foods that can be sprouted include but are not limited to: Grains: Farro, barley, wheat, quinoa, and rice. Legumes: Lentils, peas, and garbanzo, pinto, and kidney beans. Seeds: Sunflower, radish, and broccoli. Nuts: Cashews, almonds, peanuts, and walnuts. More information after the break.

Retail stocks slip, holiday sales boost seen fleeting

NEW YORK (Reuters) - Investors shrugged off images of massive lines at stores over the four-day Thanksgiving weekend and focused on concerns that any strength at the traditional kickoff of the holiday shopping season will be fleeting, sending many retailers' shares down on Monday.

The National Retail Federation said sales for the four days from Thanksgiving to Sunday rose 12.8 percent from the same period last year, well above the 4.1 percent gain the trade group expects for the whole season.

Still, the S&P 500 Retail Index <.spxrt> closed down 0.22 percent, in line with the broader market, weakened in part by concerns about the euro zone and negotiations in Washington to avoid the U.S. "fiscal cliff," which could lead to higher taxes in 2013.

Investors were concerned that strong sales initially might just mean less business later in the season.

"Nothing has changed materially with the economy or the consumer," said Walter Stackow, portfolio manager with Manning & Napier, which invests in retail stocks. "It's fair to be skeptical and think: 'We rearranged the deck chairs and pulled some sales forward.'"

Stackow called the NRF's numbers, which are projections based on consumer surveys, "out of whack" with sales trends in recent months that have been limited by persistent unemployment.

Investors will give more weight to November sales data that major chains such as Macy's Inc , Target Inc and Costco Wholesale Corp plan to report this week.

Analysts are expecting an average increase of 3.3 percent in sales at stores open at least a year for November, excluding drugstores, according to Thomson Reuters I/B/E/S. Before the weekend, they expected a gain of 3.1 percent.

But even that data is only a small snapshot of only 17 chains. Many of the largest retailers, including Wal-Mart Stores Inc , Toys R Us, online leader Amazon.com Inc and Best Buy Co Inc , the largest electronics specialty retailer, do not report monthly sales figures.

Analysts and investors caution against reading too much into one weekend's numbers, especially since four of the five busiest shopping days of the season will come in the 10 days leading up to Christmas Day, according to ShopperTrak.

"It's sort of like the Super Bowl. The first couple of plays have been played, but we still do have a whole game ahead of us," said Shawn Kravetz, president of Esplanade Capital, which invests in retail stocks.

The Thanksgiving weekend typically accounts for 16 percent to 19 percent of total holiday sales, said Barclays analyst Alan Rifkin.

WALMART THE WINNER

Still, sales over Thanksgiving weekend and the holidays in general are closely watched as consumer spending accounts for about 70 percent of all economic activity. Retailers can generate a third of their sales and up to half of their annual profit in November and December.

Deutsche Bank analyst Charles Grom said Wal-Mart was once again "crowned the overall Black Friday winner," with strong sales of electronics and Furby toys.

Still, the shares of Wal-Mart and Macy's Inc were among the retail stocks that fell on Monday, despite a good weekend, because investors see the stocks as proxies for the overall economy, said Morningstar analyst Paul Swinand.

The shares of Coach Inc , Ann Inc , Target Corp were also down.

One of the worst-performing retail stocks on Monday was Aeropostale Inc , whose shares closed 4.7 percent lower after it was downgraded by Janney Capital Markets analyst Adrienne Tennant, who cited increased competition from Abercrombie & Fitch Co and American Eagle Outfitters Inc .

Aeropostale was offering deeper discounts over the weekend than its two main rivals.

Oppenheimer analyst Pamela Quintiliano said Ann, which specializes in women's clothing, "may potentially prove to be the most disappointing as traffic never fully materialized on stable promotions" over the long weekend. The company's shares closed down 3.7 percent on Monday.

UBS analyst Roxanne Meyer said specialty retailers with strong foot traffic included Limited Brands Inc , American Eagle and Gap Inc , with relatively weaker traffic at Aeropostale, Cold Water Creek Inc and Chico's FAS Inc .

Another stand-out was Deckers Outdoor Corp , whose shares rose 6.6 percent. Wedbush Securities raised its price target on Deckers, saying cooler weather over the weekend helped sales of its UGG boots.

The shares were also buoyed by a media report discussing the company as a possible takeover target. Esplanade's Kravetz called such speculation about Deckers, whose stock fell 68 percent in the last 12 months, "legitimate but possibly premature." He said he could envision a takeover in the medium term.

A Deckers spokeswoman was not immediately available to comment on the report.

Cinchcast Architecture - Producing 1,500 Hours Of Audio Every Day ...

(This article originally appeared on High Scalability website a few months back:?http://highscalability.com/blog/2012/7/16/cinchcast-architecture-producing-1500-hours-of-audio-every-d.html)

Cinchcast?provides solutions that allow companies to create, share, measure and monetize audio content to reach and engage the people that are most important to their business.? Our technology integrates conference bridge with live audio streaming to simplify online events and enhance participant engagement. The Cinchcast technology is also used to power?Blogtalkradio, the world?s largest audio social network. Today our platform produces and distributes over 1,500 hours of original content every day.?? In this article, we describe the engineering decisions we have made in order to scale our platform to support this scale of data.

Stats

  • Over 50 million page views a month
  • 50,000 hours of audio content created
  • 15,000,000 media streams???????
  • 175,000,000 ad impressions
  • Peak rate of 40,000 concurrent requests ?per second??
  • Many TB/day of data stored in MSSQL, Redis, and ElasticSearch clusters
  • Around a 100 hardware nodes in production.

Data Centers

  • Production website is run from the data center in Brooklyn. We like to control our own destiny instead of relegating data to the cloud.?
  • Amazon EC2 instances are used mostly for QA and Staging environments.

Hardware

  • About 50 web servers
  • 15 MS SQL database servers
  • 2 Redis NOSQL key value servers
  • 2 NodeJS ?servers
  • 2 servers for elastic search cluster

Dev Tools

  • .NET 4 C# : ASP.NET and MVC3
  • Visual Studio 2010 Team Suite as an IDE
  • StyleCop, Resharper for enforcing code standards
  • Agile development methodology, with Scrum used for large features and Kanban taskboard for smaller tasks
  • Jenkins + Nunit for testing and continuous integration
  • Sauce On Demand ? Selenium for automation testing

Software And Technologies Used

  • Windows Server 2008 R2 x64: Operating System
  • SQL Server 2005?running?under?Microsoft Windows Server 2008?Web Server
  • Equalizer load balancers: for?load balancing
  • REDIS: used as the distributed caching layer and for message pub-sub queue
  • NODEJS?for real-time analytics and updating studio dashboard
  • ElasticSearch?: for show?search
  • Sawmill + custom parser scripts:?for log analysis

Monitoring

  • NewRelic?for performance monitoring?
  • Chartbeat?for impact of performance on KPI (conversions, page views)
  • Gomez, WhatsupGold, Nagios for various alerting
  • SQL Monitor:?from Red Gate - for SQL Server monitoring

Our Approach

  • ?Be brief, be bright, be gone? : Respect another person?s time. Don?t come with problems, come with solutions.
  • Don?t go chasing hot technologies of the day. Instead ?mitigate your top problems?.?? We adopt new technologies but do so, when the business case requires it. Appetite for Production outages decreases significantly when you have millions of users.
  • Achieve ?essential?, then worry about ?excellent?.
  • Be a ?how team? instead of a ?no team?.
  • Build security into the software development lifecycle.? You need to train developers on how to write secure software and make it a business priority from the start.

Architecture

  • All Javascript, CSS and images are cached at the CDN level. The DNS points to a CDN which passes requests to origin servers. We use Cotendo because it allows to make L7 routing decisions at the CDN.
  • Separate cluster of web servers is used to serve requests for regular users and requests for ad users, differentiated by a cookie.
  • We are moving towards a service-oriented architecture where key pieces of the system, such as search, authentication, caching, are RESTFUL services implemented in various languages. These services also provide a caching layer.
  • REDIS NOSQL key-value store (redis.io) is used as a cache layer before database calls.
  • Scaleout is used to maintain a session state across a garden of web servers. However, we are considering switching onto REDIS.

Lessons Learned

  • Text search in SQL server database doesn?t work well.? It was clogging up the CPU so we switched to ElasticSearch (a Lucene derivative).
  • The built-in session module by Microsoft is prone to deadlocks, so we ended up replacing it with AngiesList session module, storing data to REDIS.
  • Logging is key to detecting problems.
  • Reinventing the wheel can be a good thing. For example, initially we used a vendor product for bundling JS/CSS together which started causing performance issues. We then rewrote bundling ourselves, and significantly improved performance of our site.
  • Not all data is relational, so database isn?t always a good medium.?A good analogy is ?Imagine you have water flowing down the pipe. The pipe is wide at the top but gets narrow towards the bottom.?? The top is the web servers (there are many of them), the bottom is the databases (there are few and they get clogged up).
  • Not using metrics in your development process is like trying to land a plane in a storm with your altimeter not working.?Throughout your development process, compute metrics such as site throughput, time to fix Blocker/Critical bugs, code coverage and use them to gauge your performance.

Professional Reflections: A Service Delivery Issue I feel Strongly About

An issue I feel strongly about is using scores from standardized tests to determine (assess) an individual?s speech and language abilities. I learned about what validity and reliability mean in reference to using standardized testing tools early in my educational course work for this field. What is bothersome to me is that while it is common knowledge that most if not all exams, especially those for children, are not ?normed? on children I would test, many agencies and supervisors demand a score as part of an evaluation report.

Children I would test are those that live in New York City and the New York region (i.e., Long Island, Yonkers, Westchester). Further exasperating this topic are those children which are exposed to more than one language. These children do not follow the ?typical? speech and language developmental norms of any monolingual community. Therefore, why are SLPs using these testing tools to make an assessment? Some may think the SLP is monolingual and may not be aware. Let?s make it clear, there is no SLP that should graduate from any program, bilingual or not, that is not aware of reading a testing manual at the least. We are also taught, even if briefly, that testing tools should be scanned to remove or adjust bias questions/materials and that bilingual children should be tested by bilingual SLPs. Let me make another point clear: while a person is bilingual it does not qualify them to assess a bilingual person. For example, I am proficiently bilingual in English and Spanish. ??

What is especially worrisome is that while this is such a touchy subject, a certified SLP can actually lose their license over this issue/topic (using a score to report findings). I would venture and guess that one or two malefactions would not substantiate a license being revoked, however it baffles me as to how not more of an emphasis is made on using appropriate testing materials and informed clinical opinions to report findings instead of using scores from a test. In New York City there are rarely any children that would meet the reliability, validity, and norming standards for any test that I know of, yet I find that too often they are used to assess the child?s language abilities.

Catherine J. Crowley is not only the director of the Bilingual Institute at Teachers College, Columbia University but she is an advocate for this issue. In reality, I cannot say she is an advocate she is the leader who identifies what issues need to change and how to go about changing them. Last year when I started at the institute she informed us of some upcoming trainings and reforms regarding this precise topic: agencies forcing their employees to use scores to report a disorder/delay. Cate, as she likes to be addressed by her students, is still conducting trainings around the city to various agencies and changing policies as we speak. She has a lot of support, some of which is through her students and staff. Cate posts information on the institution?s Facebook page such as rallies, petitions, current events, etc. This is a person that I would reach out to about this issue and support for continuing to proctor this change.?

Opinion: Is Ad blocking the next legal battleground?

Legal position on browser ad-blocking in New Zealand is likely to be influenced by what happens in the US

BY GUY BURGESS | AUCKLAND | FRIDAY, 23 NOVEMBER, 2012

?

Consider these two facts: Fact 1: many of the world?s largest internet companies, including Google and Facebook, derive most of their revenue from serving up online advertisements.

Fact 2: one of the most popular browser add-ons is Adblock Plus, free software designed to eliminate online advertising from a user?s browser, with the Firefox version alone recording close to one million downloads per week.

You don?t need to be a financial guru to see the potential problem here. Could browser ad blocking one day become so prevalent that it jeopardises potentially billions of dollars of online ad revenue, and the primary business models of many online and new media businesses? If so, it will inevitably face legal attack.

The concept of browser ad blocking software is simple: when a user opens a web page, the software detects any advertisements included in the page and automatically removes them while leaving the rest of the page intact. The user gets to view just the content they wanted (for example, the article or page of search results) without being bothered by banner ads, sponsored links or other advertising. Other claimed benefits include faster loading pages, reduced bandwidth, and reduced tracking of surfing habits. There is little if any downside for the user, but a big potential downside for the website and its advertisers whose paid ads are silently zapped before being seen ? and perhaps clicked on ? by the user.

Currently, advertising-supported sites seem unperturbed. Google itself ? the world?s largest online advertising provider ? offers Chrome-versions of Adblock directly from its official Chrome Web Store (somewhat incongruously boasting that it can even block video ads from Google?s own YouTube site). And there seems little cause for concern at present: online advertising is thriving, which suggests that ad blocking is not, statistically, too widespread.

But what legal steps might be taken if browser ad blocking does reach a point where it is seen as a threat to bottom lines and business models?

The legal position
There does not appear to have been any court case to date involving browser ad blocking. This may be an indicator of the lack of concern or loss, or of the difficulty of such a legal challenge, however there have been some US legal battles involving other forms of ad blocking/skipping that help set the scene for future legal fights.

An early example arose in the famous US ?Betamax case? proceedings of the late 1970s and early 1980s in which studios challenged the legality (under copyright law) of home video recorders. The studios claimed, in part, that ?the commercial attractiveness of television broadcasts would be diminished because Betamax owners would use the pause button or fast-forward control to avoid viewing advertisements?.

The Court rejected that claim because, it said, the viewer must still receive and record the commercials and then ?must fast-forward and, for the most part, guess as to when the commercial has passed?, a process which the Court said ?may be too tedious?.

Fast-forward to 2002, when several US networks sued the maker of the ReplayTV DVR in part due to its commercial-skipping features, alleging that such technology ?attacks the fundamental economic underpinnings of free television?. The case effectively ended after ReplayTV went into bankruptcy a short while later, so no legal precedent was set.

In a 2003 case involving file-sharing service Aimster, judge Richard Posner wrote that, based on earlier cases, commercial-skipping ?amounted to creating an unauthorised derivative work ? namely a commercial-free copy that would reduce the copyright owner?s income from his original programme, since ?free? television programmes are financed by the purchase of commercials by advertising?. However, commercial-skipping was not the focus of that case.

The issue was revived earlier this year, with CBS, Fox and NBC suing Dish Network over its commercial-skipping technology, saying they were doing so ?in order to aggressively defend the future of free, over-the-air television?. The legal basis of (part of) the claim is, in essence, that commercial-skipping infringes copyright by modifying the broadcast stream presented to end users.

It is not a particularly big leap to apply those arguments to browser ad blocking.

Could a legal attack be launched on browser ad blocking?

Two areas of law that could potentially be used in efforts to attack the legality of browser ad-blocking are:

1. Copyright law: it could be claimed that ad blocking constitutes copyright infringement, by causing unauthorised modification to a web page (which in many cases will be protected by copyright) ? that is, it creates an unauthorised adaptation of the page. As mentioned above, this has been the basis of television commercial-skipping lawsuits, and has received supportive comment from US courts.

2. Trade practices / commercial laws: it could be claimed that the use of third party software to remove paid advertising constitutes interference with contractual relations, eg an advertiser and a website have entered into a contract whereby the site will display an advertisement in return for a fee or commission, but this arrangement is being intentionally stymied by ad blocking software. Alternatively, it could be claimed that ad blocking software induces the breach of website terms and conditions that prohibit ad-blocking (if such a term is present, which currently is relatively rare).

Both of these scenarios have significant legal and practical challenges in the context of browser ad blocking, but are not inconceivable if the targets are the identifiable distributors of the ad blocking software or the maintainers who update ?filter lists? that the blockers commonly rely on, as opposed to targeting end users. Likewise, if a browser distribution started to bundle and enable ad-blocking features by default, it could become a target for legal action.

Another possibility is specific regulation, where a law is passed that specifically bans the use or distribution of ad blocking software.

Similar precedent is found in laws banning the sale of digital rights management ?circumvention devices? (ie in New Zealand, s 226A of the Copyright Act 1994 bans the sale or distribution of such devices in certain circumstances).

Notably, New Zealand?s law does not ban the private use of DRM circumvention devices. This partly reflects policy decisions about intellectual property and user rights, but also acknowledges the practical difficulty of banning private use of such devices.

It would be draconian, as well as practically impossible, to attempt to prevent users from carrying out their own ad-blocking. Attempts to prevent the creation or distribution of ?filter lists? raises significant freedom of speech issues.

Turkey expects NATO Patriot missile decision within week

ISTANBUL (Reuters) - Turkey expects NATO to make a decision about deploying surface-to-air Patriot missiles along its southern border with Syria within the next week, Defence Minister Ismet Yilmaz said on Saturday.

Turkey asked NATO for the Patriot system, designed to intercept aircraft or missiles, on Wednesday after weeks of talks about how to shore up security on its 900-km (560-mile) border as the conflict in Syria deepens.

NATO said it would discuss the request "without delay" but the move has riled Syria, which called it "provocative", as well its allies, including Russia and Iran, who are hostile to any development that they perceive could be a first step towards implementing a no-fly zone.

"We asked for Patriots from NATO taking into account the critical situation that emerged on our border with Syria ... The aim is for the protection of the widest possible area in Turkey," Yilmaz told reporters.

"We expect the NATO Council to make its decision within the week," he said.

Turkey is reluctant to be drawn into a regional conflict but the proximity of Syrian bombing raids to its border is straining nerves. Ankara has repeatedly scrambled fighter jets along the frontier and responded in kind to stray Syrian shells that have crossed into its territory.

Turkish concerns deepened last week after an air assault by forces loyal to President Bashar al-Assad on the rebel-held frontier town of Ras al-Ain, which triggered some of the biggest refugee movements since the 20-month-old conflict began.

Turkey is a major backer of Syria's opposition and of planning for the post-Assad era, but is worried about its neighbor's chemical weapons, the refugee crisis on its border, and what it says is Syrian support for Kurdish militants on its soil.

Syrian rebels have been requesting a no-fly zone to help them hold territory against a government with overwhelming aerial firepower, but most foreign governments are loath to impose one for fear of getting dragged into the conflict.
